MENDOZZA

MENDOZZA is a crime lord who was driven from Paragon City by one of its many heroes. Weakened by his defeat, MENDOZZA made his way to the Rougue Isles to gather his strength and find allies for his eventual return. Longbow intelligence has recently uncovered some surveillance video showing he may well be on his way.
